In the near future: a massive global terrorist attack on the world’s largest oil reservoirs causes oil prices to skyrocket, further intensifying the international economic crisis.
The situation approaches chaos. Gasoline and food are in short supply and continual reductions in the welfare budget have left people frustrated and angry. The fragile social adhesive which was applied in order to seal the chasm between rich and poor now begins to crumble. 
And the extreme political forces on both the right and left are eager to rekindle resentments – partly in an attempt to gain advantage at the polls in the state election.
The extreme right-wing unites to form a new party, led by the charismatic Maximilian Schnell. He cleverly gathers support, particularly by investing huge amounts of money in publicity stunts. Schnell is unpredictable: what interests him most is power, which caused his transformation from a radical, left-wing activist into the head of the extreme right.
Schnell promises to create an independent state, separated from the rest of the country. In order to prevent this nightmare and get a grip on the general situation, which is rapidly approaching civil war status, the government secretly supports the top candidate of the revitalized Communist Party. They must choose the lesser of two evils. 
It is decided to stake everything on one card: they will appeal to a former friend and political contemporary of Schnell’s, Rolf Haas, who has left politics years ago.
The top-secret operation begins. Haas even has to work together with his former lover, the ex-police officer Nadine Manz, for whom he still has unresolved feelings. 
Their aim is to discredit Schnell and bring Franz Geri, the indecisive but charismatic head of the left-wingers, to power. But behind all this a completely different plan is being set in motion...
